In the large bowl, mix the flour and pepper. Add the cut beef tips and coat with flour.
In the large pot, heat 3 teaspoons of oil. Add a few beef pieces at a time to the pot. Cook and turn the pieces until they are browned on each side. Continue the step until all the beef is fully cooked.
Add the beef, beef broth, and bay leaves to the pot. Bring to a boil, then simmer. Cover and cook for 1.5 hours, or until the beef is tender.
While beef, beef broth, and bay leaves simmer. In a separate cast-iron pan or skillet, saute the onions, celery, and carrots until almost tender. They will finish getting soft while they simmer with potatoes in the next step.
After the beef has cooked, add the potatoes, onions, celery, and carrots and cook for 30 minutes, or until vegetables are tender.
Season stew with salt & pepper to taste. Serve and enjoy!
